The difference are the devs running it. Rajkosto is in charge of mxoemu.info, and Morpheus / Neo / Valaro are in charge of tmoemu.tk. In short, the devs split up, and each work on the emulator on their own now.

not yet, there will be in due time. we were all part of mxoemu.info and switched to here because of our own reasons.

And better is not a good term in this case, as any of the projects is done (or in maintenance phase).
